After updating to 6.99 apropos(1) stops working:

$ apropos test
apropos: _mandb entry not found in man.conf

_mandb isn't mentioned in man.conf

Attempt to rebuild database fails:
$ su root -c "makemandb -f"
makemandb: _mandb entry not found in man.conf

 You need to merge man.conf from /usr/src/etc.man.conf; it would be
 nice to have postinstall do the critical parts of this.

 UPDATING should mention this at the very least.

 Also, the man.conf(5) man page shoudl document the _mandb setting.
