 Is /netbsd the kernel you booted? This is what the error message questions.

 The RPI kernel config does not seem to include 
 "options INCLUDE_CONFIG_FILE", so config -x will not work on the kernel -
 but I have no idea if the sysupgrade pkg depends on this information.

Yeah, I think improving the handling of the error is enough; the failure is not
critical.
