We ran into testcase timeouts with t_exhaust because the program was jittering between a low and high amount of RAM utilization. The majority of the time it would fail, but sometimes it wouldn't.

The attached patch caps the memory for the program to a lower limit to force the application to hit the failure case more quickly and more reliably.
