Maybe enable ftp.debug syslogging and run httpd with -dd to
log the correspond 500 debug messages.

Double check the permissions on fhe files you're asking httpd to serve.
 Is index.html readable?

yeah - also running under ktrace can reveal issues. the log files
should contain a lot more information than the error presented over
 the web reveals.

State-Changed-Why:
Submitter confirms via private mail that making the file in question
readable took care of this issue. Not a bug. However, the behavior
described here is unhelpful, and I've committed a fix for that with
revision 1.61 of bozohttpd.c, which has been pulled up to netbsd-7 and
netbsd-6.
