This makes consecutive builds of the same tree on different days differ.

 The date embedded in this file is the mtime stamp of the source file.
 I.e., this should not differ in CVS checkouts (because they will take
 the time stamp from the file in the repository) but will differ in git
 and perhaps other checkouts.

 I suggest just removing @value{UPDATED} from the file
 external/bsd/am-utils/dist/doc/am-utils.texi, since I currently can't
 think of a useful date to set it to.

Changed the Makefile to use the date of the import.
This needs to be updated during imports, but they don't happen too often
and I've added a note to doc/3RDPARTY.
