Under KDE4 you can change the keyboard layout to be different from the default (en) layout in the control center by adding keyboard layouts and make the new one (de for example in my case) the default. On applying the change, the keyboard should use the new layout, but it doesn't.

Also the keyboard layouts should be switchable by the tray icon for keyboard layouts which displays the US flag and on right click also lists the added layouts, however it is not possible to change to one different than US.
Try adding another keyboard layout in the control center and make it the default.
