This is a regression.

Examine with cat(1). E.g. banner(6) contains
<h1 class="Sh" id="SEE_ALSO">SEE ALSO</h1>
<a class="Xr">banner(6)</a></div>
which is an anchor with no link.

Dunno. I guess some of the chewing gum in the html conversion logic fell off.

agc says -8 is affected. I have a tree from December that isn't, so
those are some starting points for searchign.
