The converted html man pages appearing in /usr/share/man/html* no
longer contain HTML links for .Xr cross-references.

This is a regression.

>How-To-Repeat:

Examine with cat(1). E.g. banner(6) contains

   <h1 class="Sh" id="SEE_ALSO">SEE ALSO</h1>
   <a class="Xr">banner(6)</a></div>

which is an anchor with no link.

>Fix:

Dunno. I guess some of the chewing gum in the html conversion logic fell off.
