Trying to access packages management system in emacs 25.3.1 cause this error:
"Invalid hash table rehash size" 1.0
on non windowed mode M-X list-packages works as expected.
The problem seems be reported on another distribution :

I try to remove ~/.emacs and ~/.emacs.d folder but it changes nothing.
