Using the "partition a disk" tool from the utility menu of sysinst, it's possible to setup a cgd device correctly. There is no indication where the generated config file (cgd.conf - which is vital) is stored.
Ideally at the very least sysinst should notify the user that a copy has been placed in /tmp, perhaps display a copy of the file, or even better, put a copy of the file on the unencrypted UFS partition partition which sysinst kindly newfs'd.
