The lib/libc/sys/t_ptrace_waitid:syscall_signal_on_sce test case fails
with a timeout, apparently ever since the test was added during a
period of build breakage in early March.  For example:

The syscall_signal_on_sce test cases in other test programs get
classified as expcected failures, but this one does not.


Run the ATF tests.

 Skip the lib/libc/sys/t_ptrace_waitid:syscall_signal_on_sce test case
 with a reference to PR lib/55087.  Marking it as an expected failure
 would be more appropriate, but that doesn't work for test cases that
 fail by timing out.

 To generate a diff of this commit:
 cvs rdiff -u -r1.1 -r1.2 src/tests/lib/libc/sys/t_ptrace_syscall_wait.h
