        Network interface vmx0 does not count outpackets/sent packets as can be shown with netstat -i or running gkrellm.
        Only a very minimal number of packets gets counted. Received packets are getting counted correctly.
        The used host runs as a guest to an VMWare ESXi 6.5 with hardware emulation version 4 host at my providers place.
        The provider is https://www.ionos.de, where I booked a virtual private server.
        The version of NetBSD is 9-STABLE from Sep 13, 2020. 
        The outgoing packets are counted at the same provider, when using a FreeBSD or Debian instance.

        netstat -i and have a look at Opkts from the interface vmx0
        or
        run gkrellm and look at the outgoing transfer rate of vmx0, which is mostly zero
