I'll take a look. I'm skeptical that it's related to early bootstrap

FYI, kernel, bootloader, and userland (built from -current as of
few hours ago) work fine for my Mac mini G4, as far as I can see.
Details for panic, i.e., machine, situation, etc. should be helpful.
