Problem reported on the UnitedBSD board:

The sysinst in 9.2-RELEASE, 9.2_STABLE, possibly -HEAD also (not checked)
no longer presents a language selection menu because the sysinstmsgs.*
files are in / instead of in /usr/share/sysinst/catalog/.

>How-To-Repeat:
Boot any NetBSD/amd64 9.2+ usb install image and notice that the language
selection menu is not shown.

>Fix:
Message catalogs should be moved to /usr/share/sysinst/catalog/ in the
installation image.

 Multiple bugs here, I just started to fix it in HEAD the other day
 by removing the additional /sysinst copy (but next step there is a bit tricky).

 Will need a different fix for netbsd-9 (but note that it only affects
 some install media like the amd64 USB image).
