Instead of respecting system TLS trust anchors, security/botan depends on security/mozilla-rootcerts and hard-codes the static, non-configurable cacert.pem from that for TLS trust anchors.

2. Pass SSLCERTBUNDLE as --system-cert-bundle to configure.
3. Make sure this makes sense -- that is, make sure it is used for TLS trust anchors and not, say, S/MIME trust anchors.
