add to /etc/sysctl.conf
net.inet6.ip6.forwarding=1

reboot

sysctl -a | fgrep ip6.forwarding
net.inet6.ip6.forwarding = 0

 The usual way to do this would be to set ip6mode=router in rc.conf(5)
 instead.
