 I think this is working as intended in some ways, but also not.

 The package has built OK for ages. It has also been built successfully 
 as part of this set of packages. However, the package is marked 
 RESTRICTED, so it cannot be uploaded to a binary package repository:

 RESTRICTED=	No redistribution in altered form

 So you will have to build this from pkgsrc if you would like to install it.

 If anything, the bug is that it shows up in the package index on 
 cdn.NetBSD.org even though the package cannot be uploaded.

 Confirmed. It builds and installs from pkgsrc.
