cargo-watch is not even packaged, so... I actually tend to just close this.
You should report this upstream and the corresponding crates.

 I've downgraded Rust to 1.81, and was successfully able to install 
 cargo-watch on my Linux machine.

 Could it be that this is really is a Rust pkg implementation issue on 
 Illumos?
