When running Windows applications (not Wine's own, like winefg/notepad) Wine cannot find its core Fake DLLs (/home/user/.wine/windows/system32). The issues extends to 3rd party DLLs, as well.
It appears to be a case sensitivity issue.
>How-To-Repeat:
Run a 3rd party application. Example: https://mutools.org/mulab-app-downloads.html (in this instance, it is the 32bit version).
>Fix:
A temporary fix is, renaming DLL file basenames to uppercase (extensions remain lower case). It has also be suggested that you can mount a Dos/Win32 filesystem, to the Wine prefix's drive_c folder; populating it normally, or by copying a previous installation.
A more appropriate fix is required.
