It is worth mentioning in INSTALL.* that NetBSD/i386 installation can
be done without floppy disk drive, by booting "INSTALL" kernel from
dosboot.com MS-DOS utility.
It would also be desirable to supply dosboot.com and INSTALL kernel as
separate files.

A lot has changed since the days of 1.4. The two standard
ways to install NetBSD on x86 are nowadays via CD-ROM/DVD and
PXE. The requirement to boot from DOS is IMO irrelevant, but
it can be done using GRUB in the worst case. Therefore I don't
think there's any intention to ever address this.
I still want to thank you for your suggestion.
