 It's not generally broken on NetBSD 9, see

 https://releng.netbsd.org/bulktracker/www/apache24

 which lists among others these recent NetBSD 9 builds:

 apache-2.4.66nb2	ok	2026-02-13	HEAD	NetBSD 9.0/x86_64	gcc
 apache-2.4.66nb2	ok	2026-02-14	HEAD	NetBSD 9.0/i386	gcc

 so I suspect something in your environment...
