It isn't just sparc64, amd64 has the same, or a similar issue,
all the tests using 32 bit emulation started failing about 3
days ago.
Something changed then.

Assigning responsibility for this to martin:
The changes to sysinst on June 21 (dealing with the compat sets) caused this.

This must have broken anita interaction somehow - didn't expect this case
to show up in one of our Anita installs at all.
Andreas, do you have a hint? Are the tests using CD images instead of DVD
and did Anita do something to work around it previously?

At least on amd64, anita installs using two virtual CD-ROM drives.
One of them holds boot-com.iso for booting, and the other holds an ISO
containing the sets, built to order by anita itself from indvidually
downloaded set files including base32.tar.xz.

So it should not hit the "base32 is missing but optional, nothing to see
here, move on, don't be scared" new message, and also base32 should just
be installed.
Could you provide a console log from the install phase?
