	The src/share/zoneinfo/Makefile installs the /usr/share/zoneinfo 
	files using 'zic'.  zic is creating files with permissions based on 
	the umask of the installer (root).  If the umask is 077, the 
	zoneinfo files end up being only readable by root.  Then 'date' only 
	works properly for root.

	Set umask to 077 and make install in /usr/src/share/.
